Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-article proposal for ending the war appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The succession of opposing developments captured the harsh reality of the current period. By day, political struggles are conducted: optimistic declarations are issued from various governments. Considerable effort is devoted on containing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from across the border, a capability afforded by timely intelligence. From witness perspectives, military aircraft that had been dispatched to counter approaching aerial threats flew past – advanced fighter aircraft supplied to Ukraine by Western partners.
Shortly after, Kyiv's missile defense engaged: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, probably supplied through allied countries. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, preventing destruction from catastrophe and another blackout.
Continuous Dangers
Following this, a automatic firearm engaged a drone somewhere nearby, part of a mobile-fire group – probably Western-made equipment. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.
Intermittently, this persisted until dawn. Kyiv greeted the early updates: several casualties, destruction and utility failures in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on Western support – a need that regional partners are clearly incapable to replace in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from American leadership generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new proposal from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This trend will, certainly, continue.
Political Considerations
It is convenient to criticize specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a principle familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is unrealistic to compel Moscow to relinquish the territory that it already controls in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, US leadership does minimal to deter Moscow, through words or deeds, from believing that the current condition will not evolve additionally in its benefit in the months ahead.
Divergent Views
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but preventing a total frontline collapse until conditions improve in its favour.
Current Realities
Objectively, there are no genuine requirements for a armistice. Now, personal considerations are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their priority does not shift toward domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will change their overall approach.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a only one week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, recent disclosures, all did their job.
While new plans based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
